Twins?

I decided to only plant one seed per cell in my jiffy trays so that I could keep better track of germination rates, but in my row of chocolate bhuts one cell has two sprouts. My best guess is that I goofed and one of the sprouts is actually a 7 pot that was supposed to go in the cell next to it, but I'm curious if there's any possibility one seed could've sprouted two plants.
 
It can happen with other plants so I would guess that peppers can do it. One way to tell if it was two seeds is to repot the seedlings. If each one has it's own separate root system then it's two seeds. Let us know if you don't mind. Good luck.
