indoor Setting up a Grow Tent

I posted this in Grow Tech but that section of the site doesnt seem to get much traffic so trying my luck here. Hope thats ok.

I wanted to start my first grow tent setup so I can bring my pepper indoors over the winter. I live in NJ so I think I have to do this pretty soon before I lose them.

I wanted to get a 2x4x5(or 6) grow tent. I probably got a little carried away trying to look at grow tents and understanding what lights etc I need. In fact, after reading around the pepper forums, I perused the weed forums to check out what those are doing because they take this extremely seriously. I'm pretty sure their setups are at minimum mid to high hundreds of dollars but that's for cash crop.

So now I'm back to earth looking at what I'll actually be growing... peppers (yum). But I did take away lots of interesting stuff about lights and ventilation from those guys and I was looking to validate it with you folks. I was thinking about going with these lights:

I've owned some other grow lights in the past to grow peppers but I never got them to actually fruit indoor. Flower yes... fruit no. So this time around I didn't want to go ultra cheap then wind up with garage laying around the house. Are these a good bang for the buck set of lights for growing peppers?

Also those guys have ventilation system blah blah blah. Is that necessary or desirable for peppers?

Is there anything else I need to get started? I would love to do this in the garage so my wife doesn't scream but our garage is not climate controlled so it can get pretty cold in there over the winter but I'm not sure if the lights and/or a heating mat would be enough to make that happen.

I'm not schooled enough in led lights as I'm a hid user. You would need to check the specs to see what footprint a light like that would cast. I ran duel 600w vented hoods in my 2x6 tent due to the rectangular shape of the tent. You should be fine with a bathroom exhaust or duct booster fan wired into a thermostatic switch so you can control high temperatures. A small space heater will keep it warm enough in a unheated area. Preferably one w/ a thermostat. A oscillating heater would eliminate the need for a fan to actively move the air to aid pollination. You can also shake the plants a few times a day to stir things up.
 
Keep your investment small.  You don't need to sell the farm to...  well, you get it.

Cheap amazon LED lights and tents are good.  More importantly, you'll need proper environment inside the tent.  Pay attention to your ventilation and circulation system.  Keep the humidity as close to optimum as you can.

You don't need over the top equipment.  Just understand the basics, and do them well.

I prefer low tech.  You can get blowers that pipe air in via a flexible duct.  For humidity, you need a way to monitor it.  That's pretty straightforward.  There are simple and cheap gauges - both digital and analog - and for adjusting humidity, it can be as simple as as manual misting, or as complex as a humidifier hooked into an Arduino board with a humidity sensor.  If your ambient air is too humid, you may need a cheap AC unit.

Before you try to establish your system, make sure that you understand what it will take to maintain a stable growing environment.
