I recently noticed I have a ghost cat on my wall....

You can only see it in a certain light and from a certain angle.

Dude! That's no cat! That's the endangered Mexican Puffer Fish! And he looks PISSED! I'd call Pedro, the Pastor/ Fisherman/ Painter/ Fish Whisperer.

Windex... Not just for zits anymore.
 
it looks like a bleach ,water solution was wiped ther! so wipe it with warm water,if you dont own the place . if you do own re paint
