capsaicin Capsaicin Cream

I don't know if this is the right forum for this, but has anyone found a good recipe to make capsaicin cream? I have tried making it, but it never has the heat when applied to the skin. I used habanero powder (2 tbsps) in 2 cups olive oil. I simmed this for 2 hours then strained. I then put beeswax in the oil mix to give it a cream texture.

Anyone know how to do this correctly?? Help !!
