White Fuzzy Growth on Starting Mix

it's mold... or if I am correct then it is mold.
That's most likely mold. Increase the air flow around your trays.
cornmeal is a good way...sprinkle it on top of the mix and it will kill the mold (corngluten)

Peroxide used at a rate of 1 Tbsp per gallon will take care of that problem...

thats some sort of fungi 
many people make fungi culture slants with sterile toung depressors jamed down into the agar. even non cellulose eating fungi will crawl all over them. if you wanna have some fun, try growing it out on a petri dish 
if it bothers you, like alabamajack said, you can knock it out with some peroxide or weak chlorine solution.
