lighting walmart shop lights?

at walmart would the F40 Plant and Aquarium bulbs be alright for starting/overwintering peppers?

I have been using Walmart Shop light fixtures with the cheaper "Daylight" Bulbs by GE I think, for 2 years and haven't had any problems. I beleive that Walmart should carry them and you"ll be surprised at the $$ difference.

Ive used them and also the Home Depot Shop flouro's T8 or T12 with the highest spectrum (blue) when the seeds just sprout and mix the bulbs with a lower red spectrum wehn they begin to flower. Works ok
