fertilizer Too much water-Not enough Fertilizer????

Live in N Florida and have been getting heavy rain everyday, See 3 pics and comment as to too much water, or maybe not enough fertilizer....Suggestions Please

Too much water, I'd say. Try to cover them if your getting hot by rain too much. Peppers like dry feet and tend to turn yellow and drop leaves when to wet.
 
google "plant nutrient deficiency" and look at the pics.  Some of those leaf symptoms are classics. 
 
The rain is either washing the nutes out of the nice, well-draining potting mix, or the wet mix is preventing take-up.  Other than trying to keep them dry (even at the cost of full sun for a while), use a general purpose fertilizer.  I use MG All Purpose, though I'll probably be flamed for saying so here.  It's got a little bit of everything (almost) in the right proportions and it's cheap, though you may choose to spot-treat the symptoms once particular deficiencies are identified.

too much water, i live in one of the wettest places on earth and this is a classic example.....lower leaves fall off and growth is stunted. This is why i'm buying a greenhouse so i can control the waterings.
 
Looks like a bit of grey leaf spot (or a close cousin) as well as a pest chewing on leaves. I'd guess earwig given the moisture but you know what they about guesses? I completely forgot.

And the water. I'd third or fourth the idea of covering the soil or plants.
