lighting Red and blue grow lights

Do you use the lights for starting the seeds or wait till they pop up? The seeds are in a jiffy pots dome on a heating pad. I placed them in a south facing window . Seems to be more clouds than sun though.

I have lights on my seed starts, simply because I have several stages of plants co-mingling.  It's certainly not going to hurt to have the lights on, but it's a waste of resources, if you're just throwing light at dirt.

Peppers are not a plant that require light to germinate, as some do.  That's the simple answer.
 
Temperature is far more important. Between 80-90F is optimal for germination. Lights can help achieve these temps... but so can a xbox, refridgerator, heater vent, cable box, between your legs... 
 
I'm sure you get the point.
