When to pick a pepper so it's got the most heat to it?

1)when it's a young green immature fruit.

2)when the fruit is fully mature and prior to beginning the ripening stage.

3)After the ripening stages begin, as seen by a change in color from green to red.

I know that once jalapeno's turn bright red they are at thier peak, same with pequins. Fresno's too. I don't have much experience with others. Usually I can't bring myself to wait long enough and begin robbing plants early. Mulletman should know.
 
I believe the heat stays the same. It's the sugar content that increases when the fruit ripens. A fully red Jalapeno is sweeter than if picked green but they both have the same heat.
