Both my original brown moruga seeds from puckerbutts and the seeds I got from them that I had grown for the 2015 season had decent germ rates. Pm me and I can send you some of my seeds if you'd like. I am sure you will get a few to sprout but like pier_man says they might take longer.
I agree that a light is a waste until the seeds sprout and you see the first green leaves. I use heat mats and put my seeds on a tray with something between the mat and tray so they don't get too hot.
A tv/internet converter box is also great since it has a consistent low heat like a heat mat...
I always shop local since we have some great garden stores here in Winnipeg or just outside the perimeter.

It looks nice and fat. I had a few overwintered plants that were getting a thick neck. It's too bad the aphids put them to death early. Lesson learned for next year
I received the same package as na8thaniel today. It smells like a herb or spice i have in my cupboard. Cinnamon maybe? Just a little late since I had to throw out all my OW peppers and my seedlings i was testing for germination from this years seed. Damn those aphids. Wish i had gotten this earlier!
I generally get mold when conditions are too moist with a lack of airflow. Scrape the surface mold like kahuna said and even breaking up the soil the first few inches on the top lessens the risk.(a plastic disposable fork works great)
Also let your soil dry out between watering. Under watering...
