GS1 is the central database of barcodes. Anyone selling a sub-set is leasing them from GS1, which adds a layer of risk to you if they stop renewing their lease. Easiest way is just to buy from GS1. Creating & maintaining a library of barcodes is relatively easy, and it's nice to have extras...
