I just saw this the other day and can't figure out what's happening. My Large Poblano plant has one small pod that seems to be growing little sprouts out the bottom of it.

I've never seen anything like that. Are you sure it's the pepper that's doing that and not something growing on the pepper?

Maybe it traps and eats insects in its sticky tendrils (wishful thinking):hell:

Congradulations! You are now the proud father of lacewings! Those, my friend, are lacewing eggs. Don't worry, they won't harm your plants. They put their eggs on long stands like that so the young don't eat each other when they hatch.

Yep, I say guitargod is right. They are harmless to your plants, and beneficial to your garden. Young'uns eat aphids.
