Growing peppers under low temps, how?

I think I'll grow something like "7-Pot" or "Bhut Jolokia"/"Bih Jolokia"/"Naga Morich".
For now the temps are 20c-30c/68f-86f at day time, and colder at night.
I know that in this condition I just need to keep them hot at night, but soon enough the temps will generally get colder.
What is the right way for growing them in these conditions?
Also, is there a preferred type of soil and fertilizer?

Hey Omri,

Those night time temps should be ok, are you trying to sprout seeds outside?

For plants those temps are fine, for seeds they are fine too, but a little warmth at night would be good for seed starting. I really would not recommend starting seeds outside.
The top of a fridge stays fairly warm.

I don't recommend using any fertilizer early on, and most packaged potting soils contain a little anyways.

For seed starting peat is a germination inhibitor for peppers, so use any soil without peat.

No,for germination you don't need light.Just keep the soil a little moist and about 25-30 C warm. If you think you need light,I use lowenergie-bulbs with a daylight-spectrum (6400 K) You can get them at ebay.

no dont really need light, but i use it anyway because it keeps temps around 80 d / 32 c, and right when they sprout good to have light on them so they dont strech and get to tall.
