from a pepper that has been de-hydrated are the seeds still good to grow?
It depends on how it was dried. If it was heat dried, maybe not. If it was air dried, probably yes.

these were heat dried...too bad I liked those peppers..I could grow them inside...chili peppers

Heat dried usually kills the seeds.

A dehydrator shouldn't kill them. It must get pretty damn hot in a chile, lying in the desert sun, in Mexico, don't you think? I can't imagine that moderate heat would kill them, but I guess if they get over dried it might. Drop some in some water and see.
